2.3 Phases of the Project
The project was divided into four phases: -

  • A research phase the results fro which were published in September 2006

  • As series of seminars held in each partner region where practitioners were brought together to raise awareness of the benefits of enterprise for disadvantaged groups, the barriers they face to starting a business and identify suitable actions for the next stage of engagement.

  • A pilot stage where a number of disadvantaged people would be supported from conception to the point of starting a business. Businesses could include social enterprises. Results of this stage are given in section 4 below

  • A final stage where the results would be jointly analysed and a number of cross learning points identified and key conclusions and recommendations published with a view to influencing Government thinking and policy. These conclusions and recommendations are set out in section 6 below
