2.4 The origins of the concept
In the SEEDA Region a very successful but small start-up program which supported people with disabilities and long term health problems had been running since 2001. This program had been replicated by small projects which had run for a short time in a couple of localities in other parts of the country. Knowledge gained from these projects formed the basis on which the support provided under the UK Pilot was designed. The concept was to use the results from those programs run previously and compare them to other disadvantaged groups.
